Climb anywhere up the big blocky dihedral between the main and lower Earth buttress and head up to the cave. Go left or right of cave to top of lower Earth buttress. Named for a message that Governor Hogan flashed on highway message boards throughout the state at the height of the pandemic... and because of the abundant loose rock here.
